What type of connection? IPC? TCP?

Nice that you are giving tech details. Not so nice that you left out that which is really critically important. The type of connections that are being compared.

An IPC connection to Oracel from SQL*Plus (just tried it on a Unix platform), in about a second. Definately not 7 seconds.

Doing it via the listener and TCP.. it can take time, even when done locally. Also true for Informix and others.
