That's right, you can download these version with no charge, but only those versions ...

From the technet, you can dowload any version you need from Oracle Database. The only limitation is : You have to not use that for any commercial purpose ... so, for personal training, you can use that. All is fine for Oracle as :

    "More you learn on Oracle Products, more you have chance to work and recommand that to the company where you will work on ...." It is an Oracle strategy ... ;)
