Try this way:
1) Put your TNSNAMES.ORA file in 'c:\' 2) Configure it properly 3) Go to Start-->Run-->cmd (NT) or command (Windows9x) 4) Execute the below command: SET TNS_ADMIN=C:\
If it says ok then set this permanently in the Environment Variables.
