resolved a similar problem by removing the entry for the following registry items.

\HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\em_loc \HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\vobhome2.o

obvious health warning attached.
