This is a matter of good project management and process not Oracle. The situation you decribe should never take place in any development environment with any product or language.

Get some version control software that and develop procedures that force a check-out / check-in to take place. And those that violate the procedure should have the opportunity to consider the implications from a place in an unemployement line.
