They are not roles, they are system privileges. Apparently you didn't create the dba group and/or the group ownership of the Oracle executables and directories doesn't equal a dba group. As the group owning the SYSDBA and SYSOPER privilege is linked into the code, you might better this time read the installation manual carefully and re-install.
