Restricting view on all_users

Hi

as a total Oracle newbie I would like to know if there is way that, when selecting the in the table all_users stored data, the retrieved information can be confined to those users that were created by the user doing the selecting?

For instance, I have created a user Neo who in turn has created a user Red and Blue. Now I also have created a user Smith. But when Neo does a 'select * from all_users' I want him only to see Red and Blue without him gaining knowledge of Smith.
