Not through job listings. Job listings are just that, specific skill sets for specific jobs (or headhunters looking for info, or underutilized HR people trying to justify their existence, or lowlifes looking for identities to steal, websites trying to get you to pay for what you could get for free on Monster, etc.).
It's not impossible, you just have to sidle in. Find a place that uses Oracle and has a need for a skill you do have. Eventually, they will need more bodies. Or get a government job or big corp job that will train, if you have mil or some other preference. www.fiveoclockclub.com has some pretty good advice (some of which I disagree with for specific questions such as yours).
