Well, there are quite a few differences between the PL/File package and utl_file :

• PL/File offers access to files and directories locally -and- remotely (with secure access)
• PL/File offers a lot more file functions
• PL/File has file list functions
• PL/File offers ZIP file functions
• PL/File offers extended directory functionality
• PL/File offers file find with regular expression search
• All PL/File functionality Oracle 8.1.7+ (mentioned enhanced utl_file only in 9.2)
