Go to $ORACLE_HOME\bin and run oradim as follows:

oradim -EDIT -SID <your sid name> -INTPWD <your new password>

You can also use oradim to delete the existing Windows service and create a new one pointing to the same database.

To do any of this you must be able to access the server with the same ID as that under which Oracle was installed.
