ODBC for who can't afford purchasing oracle user license?

Hi.
English is my second language, so please bare with my english.

My situation is this. There is a my customer who can't afford to buy oralce licenses more than 10 user. But he neeed to access Oracle DB from more than 10 clients using ERP solution we sold to this guy. Now he is asking if it is possible to connect to Oracle DB by using ODBC without Oracle clients installed.
So far I've found out that Oracle ODBC driver to Oracle database works on top of SQL*Net which is part of Oracle client. Is sql*net licensed product?
