The following, from Muench's book on XML, are why i was running as SYS, but the 'reason' i screwed up was running the second instead of the first, the names not being that different.

Run the following SQL scripts as the indicated user...

a.. As user SYS, run the ../appa/install_sys_helper_packages.sql script.

This installs the packaged needed to set the HTTP Proxy in the database

b.. As user XMLBOOK, run the ../appa/install_helper_packages.sql script.
