This appears to have been the result of a known bug with Win2K's Memory Manager allocating the paged pool before it is needed (see Microsoft article Q280790). According to the Microsoft technician with whom I spoke, this bug could cause a Win2K cluster to unexpectedly reset itself, thus preventing Oracle (or any other process for that matter) from accessing the drives for a brief period of time. The issue was resolved in SP2.

I hope this helps anybody else who encounters this problem.
