Will you stop disagreeing with me (actually no, I kinda like, oh Pete don't stop, keep going ....)

See my response in the Oracle Certification thread by Steve. I'm basically suggesting in my confusing little way that everything that warrants examination in the upgrade exam should also warrant examination in the standard set of exams as well. If partitioning (for example) is covered in the 8i New Features exam, it should also be covered in either the 8i Administration exam or the 8i Performance Tuning Exam. So everything is nice and consistent.

It really doesn't make sense otherwise.

Your right in that Partitioning may not necessarily be a basic concept but do we want DBAs who pass through the standard exams to be tested on only basic concepts. I think not also.

Debates and differences of opinion are great (so long as you agree with me :)
