HOW TO USE TELNET TO CONNECT TO MYSQL

my MySql server is running in background.
I'm using command "open 127.0.0.1 3306" to connect to my own system.
I get "connection failed message".


Is it becaue I'm doing something incorrectly or is it because I cant connect
to my own system.


Everything works just fine when O use cmd.
I'm running w2k btw.
