Psychic abilities go a long way in solving this.

Is there a reason why you wouldn't want to use triggers? Did they hurt your emotions earlier?
Do you have a version on that Oracle?
Are you talking about table data change or just table structure change?

Are you trying to simulate replication?
A painful way might be to use Redo Log Mining, the usability of which depends
on your Oracle version....
