In a previous life with Oracle Education back in Oz, I was one of the Education Centre Managers, so I've run into scenarios like this before. I would venture to say than any Oracle ECM would like to hear about problems like this as soon as they arise, so something can be done about them. I remember one lonnnnng night installing Designer/2000 on multiple education PC's because the course had been incorrectly advertised as using a certain release and we only had an earlier release on the PC's. As an ECM, it was my job to try and fix those sorts of issues, and that would include poor instructors. Thankfully, I never ran across that issue directly because most people seemed to think I knew enough for the advanced DBA courses - or maybe that just meant I could bullshit better than the ones you ran into! ;)

In any case, as soon as you find a problem like this, you should rant and rave. Oracle charges a lot for its training courses, and generally part of the justification for that is you get someone who knows what they're talking about. If that's not happening, we need to know ASAP so it can be fixed. Of course, in the cases you raise it probably should have been picked up before the course started, but there are some times when things slip through the cracks.
