need help: reports builder 6i

I am currently using report builder 6i with patch 4a on a Windows 2000 professional machine.
Unable to make modifications to the report layout inside a frame. Every time I attempt to
make change inside a text box the property page opens up instead of allowing to make
changes despite have the page unlock. What is causing this problem?
