I thoroughly recommend 'Oracle PL/SQL best practices' by Steven Feuerstein (around 12 UK Pounds on Amazon).

Not quite what you asked for, but the 120 or so one-line recommendations in the appendix would be an excellent basis for a PL/SQL development section.
