It sounds to me like someone didn't install correctly and you are paying the price. You should probably just dump everything and reinstall this time following the exact directions on the CD.

You don't mention whether you checked SERVICES in the CONTROL PANEL to see if they are set to automatically start the database.

You should also have a system environment variable oracle_sid=<SID name> set in CONTROL FILE SYSTEM. The Oracle service and listener service are all that is required. That using some tool solves the problem has nothing to do with starting anything but rather is likely related to one of the above.

Either way ... I'd reinstall correctly.
