I ran into the same problem sort of. I could get into Developer but
not into SQL*Plus. By your description, I'm betting that you installed
the 8.1.7 software first and then the Developer software. I installed
Developer and then 8.1.7. It appears that the problem is related to
having multiple homes and multiple TNSNAMES.ORA files. I got around
the problem by making sure the entries in the TNSNAMES.ORA files for
the service names existed in both files. Problem went away. Might not
be the correct way to fix it but it worked. I am still researching the
cause and proper method to correct it.
