Where's proc.mk?

I'm a newbie. I recently installed Oracle Enterprise Edition 9.0.1.0.0 on Linux. I'm reading about Pro*C. The documents tell me that I need an Oracle-supplied makefile to link a program, but that the name and location of the makefile are system-dependent. I have been led to believe that this file is named proc.mk. After searching my entire file tree, I can't find this file. Can someone point me in the right direction?
