Reports in a web browser problems

I'm having some problems running reports via the web browsers. The Report server is installed and running properly and if using a full URL including all parameters, the report will function fine. but Trying to use the key map in cgicmd.dat returns "Key in URL was not found in the key map file"... The key is in the keymap file and the file is in the Report60\server folder (Windows NT installation). Entry is:
phonerep:report=phone_directory.rdf destype=cache desformat=pdf server=Rep60_servername userid=scott/tiger_at_sid URL is http://domain/dev60cgi/rwcgi60.exe?phonerep

Also trying to run a report from a form using run_product via a form run in a b rowser. If the path to the report is specified, then it runs on the NT server, not in the client browser.

Third problem is passing report parameters. I have built the url: http://domain/dev60cgi/rwcgi60.exe?report=sample.rdf&destype=cache&desformat=pdf&server=Rep60_servername&userid=scott/tiger@sid&param1=1&param2=2

The browser returns a Rep-0788 error, the value of the restricted LOV parameter param1 is not among the selectable values.

But the parameter is spelled correctly as it appears in the report and what the heck does LOV have to do with it? There is no parameter form used in the report so no parameter form fields defined. Maybe i need to define one? If i don't use paramform=yes then it won't pop up anyway.
