One of our customers is the government lottery organisation. They have 3000 outlets with a terminal, connected to various front-end systems and back-end systems. None of these terminals has direct access to the database. On average 3 people have access to the terminal.
Now guess how many licenses Oracle wants to charge?

a) 4 (the number of backend systems)
b) 3000 (the number of outlets)
c) 9000 (the maximum number of possible connections)
Mind you, this is a contract renewal, and they currently have 4 licenses.

Every individual connection, which includes web connections is considered to be a chargeable "named user"
