Configure Tools menu !
For example to edit file in tools.cfg put:

CVS Edit file
cvs
"c:\Program Files\GNU\WinCvs 1.3"
-d :pserver:psmith_at_dev.onet:/prod/cvs edit $NodeName

etc.

It's working
