Table Creation

If I'm creating Tables that all users of an application will typically access, who should own them? Should the owner be SYS and then create a Public Synonymn for the the table? Or should there be an application user who owns all the tables essentially patitioning the application's Databse Objects? If that is the case, should Synonymns be created on those tables as well?
