Keywords here are (as posted over and over and over and over and over and over again)

Oracle 8 : desupported
Oracle 8 : not certified for win2k, as winblows 2k hit the market *years* after Oracle 8, and winblows products are never 100 percent downwards compatible.

So the suggestion is:
upgrade to something supported for your platform like 8.1.7 or 9i
