ConfigORCL.ora is usually called from the initORCL.ora file by using the ifile= parameter.

I usually remove this unless and place all of my paramaters in the initORCL.ora file. I am working on a prallel server.

I would suggest you do some more research by reading an Oracle DBA book or 2.
