12154 means cannot resolve service name. It implies you are using a service name which is not present in your tnsnames.ora

So obvious questions:
- did you configure sqlnet at all?
- do you have multiple tnsnames.ora floating around (OEM is usually installed in a different Oracle_home)
- if so, did you synchronize them and/or set the TNS_ADMIN registry variable (in hklm\software\oracle) to point to the central network\admin directory?
