What causes 'Global Cache CR' to hang?

We're running Oracl parallel server instances (don't know which version)
Upon trying to run any statement from SQLPLUS prompt, it takes forever to get a response. Our DBA said the reason is that a 'system monitoring' job was waiting on 'global cache CR'. Not enough info to troubleshoot our app problme of hanigng foreaver.

The question: What IS that 'global cache CR' thing? What would cause is to hang or go fishing?

I realise the above info is not enough, but that's all the DBA devulged.

Any clue? quick before I lose my job.
