Listener problem

OWS-08811: Unable to startup Oracle Web Listener `admin', 'apps','www'

I got the following error msg when starting up the web listener. Information: Listening on NORM port 8888 address 0.0.0.0 Cannot assign name to lock file!
Error: Companion oraweb process failed
OWS-08811: Unable to startup Oracle Web Listener `admin'.

Anyone come across this one before? The user has create permissions in /tmp, ports not already in use, there is enough space etc.
