You would still need the 16 bit sqlnet part which comes from Oracle. What
you are seeing is the problem with wanting to use an application that does
not get upgraded when a major technology shift comes in. What people need
to do in those cases is freeze their entire infrastructure so they don't get
into this situation.
I worked for a company which was sunsetting a DOS product (they had a new windows product) and a select group of clients did not want to upgrade. They had to freeze their whole infrastructures to ensure the level (or lack thereof) of stability they currently had.
