owsctrl error

Any help appreciated on this. I have an instace copied, inc web on solaris, web and db are on different servers. Everything starts ok except for the listeners. I received the following error, when trying

owsctl start admin

OWS-06616: Auth scheme provider not avail.

I looked on metalink and see *very* few references to it. I'm assuming that the permissions on owsctl are maybe set wrong, but before I'm not attemppting to run it on a priv port < 1024. I'm assuming that I still need to set ownership of owsctl to that of root and perms -rwsr-sr-x ( ihave to check this when I can get access to the server)

I wondered if anyone else had seen this before.
