These sound like problems in the ODBC driver to me.

Is PowerBuilder as easy to use and as versatile as Access?

If Oracle supplies lousy ODBC drivers that would tend to drive people towards Oracle's favored products, which are not likely to be produced by Microsoft.

Put another way, MS is not the only large company that plays games with its technologies to reduce their customers' choices.
