DBConnect API at http://dbconnect.sourceforge.net/ seems to support variety of databases, don't know how GNU CC specific it is.
http://liblookdb.sourceforge.net/ seems to have about same goals and is also in C++. Licence for both these is LGPL.
http://www.poitschke.de/libsqlora8/ is aimed for oracle only. Looks pretty promising and code is given away for free.
I have not tried any of these, I'm about happy with Pro*C, just did put "oracle C++ interface" into http://freshmeat.net/
