Have you considered building a web-based client, possibly is ASP or PHP? Lansa might be a good solution (built-in transaction and state management without using cookies), but you'll have to buy software. I haven't tried it myself, but supposedly Lansa's 4GL allows you to maintain a single set of source code and you can recompile the client to run on Windows, Linux, etc. without changing the source code. My company just bought a license but the software hasn't arrived yet, so I'll post my results here after I've had time to use it. If you clarify the requirements of your project, I'm sure you'll get better advice.
