TNSPING to Oracle without Entry in TNSNAMESORA

Something is wondering me (but perhaps it is normal)

I have on several machines a oracle database (nothing special - all under Win2000). I also stopped any unnecessary services. Now I found out, that I am able to connect to the primary instance without any entries in TNSNAMES.ORA on my client machine. And the next point, the connect (or TNSPING) runs much faster if I do not have this TNS-Entry.

Is that normal?

And if yes is it possible to connect via BDE to an Oracle database without an TNS-Entry?
