AFAIK, No Oracle tools need an ODBC driver to function..they all use Native SqlNet ( or Net8) connectivity.. ODBC drivers are used by many 3rd party tools to connect to Oracle databases ( and others) but if you are not using these tools you do not need ODBC set up at all..
