tablespace

I am sending this question in the e-mail mainly becuase when posted in the discussion forum it takes a long time to respond. Would appreciate your response.

1. When installing the 9i client it took a long time for installing the products and I did not receive the end of installation screen. I could connect through the sql*plus. But, when trying to connect through TOAD it gave me an error that it could not locate the client dll file. SQL*net should be re-installed. Is this a memory problem. I have 128K RAM does it require 256K. Should I re-install the client.
2. If I am the dba then I create that user and grant dba priveleges. If I create another user how do I allocate tablespace. This person is not a dba.
3. create user geet identified by geet; ii. grant dba to geet; iii. create user test identified by test;

How is tablesapce allocated to this user test. How can I assign a role to this person.
