Oracle Developer -- Windows 98 version

I'm relatively new to Oracle - a student in a college course taking PL/SQL - and I'm not sure if I'm in the right newsgroup... My question: is there a Developer version for Win 98? The OTN site offers downloads for an NT version. Will that one work on 98? What I am really after are Forms -- we have to build some forms for a class project.
