The 12541 error is caused by the listener not being detected. This can occur
if:
- The tcp id is invalid, i.e., 160.40.200.200 is not a valid host where a
listener can be found listenning on the SID
- The port you are using to connect (tnsnames.ora) is different to the one
in the listener.ora
- The listener on the 160.40.200.200 host is not started, though I guess
you've already checked this.
