You can purchase all the Oracle software your could possibly imagine for about $40 from http://store.oracle.com.

And forget the personal version. Install the Enterprise edition and when it asks you what kind of install ... choose custom. And when it asks you about building the default database ... choose not to. Then make your first project ... building your own instance from scratch.
