Regarding PL/SQL-programming I strongly recommend Steven Feuerstein's PL/SQL-Workbook (www.oreilly.com).

Regarding database design I know nothing comparable.

Regarding "hardcore" database features I recommend the books by Jonathan Lewis and Tom Kyte.
