Oracle Forms Runtime startup error

When anybody in my office try's to open up an Oracle form, an error message pops up in front of the login. It says "Cannot find the file '\\path\path...\name.fmx' (or one of its components). Make sure the path and filename are correct and that all required libraries are available." It is a windows error - not an Oracle error. If I click on "OK" it allows me to log in and it works normally.

This problem just started happening a few months ago. All of the machines that were set up before then aren't getting the error - it is just on the new installs.
