On a Unix type host, I found you need to go to Oracle_home/network/snmp/peer and alter snmpd.conf file . Put "trap localhost" at the end. Then su (not su minus) to root. Run ./start_peer -a. Then back as oracle owner, start the listener. You should see a line with SNMP OK if you do a "lsnrctl status".Then do the "lsnrctl dbsnmp_start". HTH.
