ORA-12560: TNS:protocol adapter error

I am on Win 2000 . Attempting to install Oracle 8.1.7. Ora-12560 occurs when I attempt to log onto svrmgr. Plus the above mentioned errors when I let the assistant create the db. Any assistances would be appreciated.

I am going to install the Oracle server for that i have to run SERVERMGRL at that time it giving error. D:\>SVRMGRL
