Depends how rich the interface experience needs to be.

If you're only looking to "report" the information and do simple data entry, the Web interface will provide the best interface in terms of speed to delivery and maintenance.

If you need an interface that provides a lot of dynamic content to a user then the Web interface might not be the best, its easier to put logic in a fatter client application as it provides a better method of displaying and changing fields and content on the screen than is possible with the disconnected nature of HTML.
