fail in connect oracle server

I am a newbie to building the oracle server. I have followed all the steps of installing the oracle server (8.1.7) in Mandrake 8.0 successfully (maybe I am wrong in some steps). When I try to connect: $ sqlplus /nolog
SQL> connect / as sysdba

this error is displayed:
ERROR:
ORA-01089: immediate shutdown in progress - no operations are permitted
What's the problem? How can I solve it?
