Installing OADM V 1.2 (Don't Laugh) on Win98

I have been charged with installing OADM 1.2 on WIN98 PCs to access the aging Oracle accounting system of our parent company. On some PC's it installs and works OK. On others I always get Winsock errors. I have tried copying an old Winsock.dll (from a working WIN95 PC) into the application directory. ALso a host file into the app directory. No luck. When I attempt to modify the Winsock setup parameters under OADM settings, I always get WINSOCK ERROR SCRIPT SETUP "Missing or Empty Command String" It has worked on both old and new desktops and laptops. It has also failed on both old and new desktops and laptops.

Any suggestions to troubleshoot this issue greatly appreciated.
