Are there any package or function which can rename a filename of a OS file or delete a OS file?

I know how to use UTL_FILE to open a OS file, then read from it or write into it,
But are there any package or function which can rename a filename of a OS file or delete a OS file?
I went into a terrible stew about it. I want pure PL/SQL's implementation.
